Impact360: understanding the full consequences of street works and road works

Street and road works are essential to maintaining and upgrading our infrastructure, but their impacts extend far beyond the immediate footprint of the works. Traffic disruption, carbon emissions, noise, air quality and effects on local communities are all part of the real-world picture, yet these consequences are often considered separately or too late in the process.

Impact360 has been developed to address this challenge.

Impact360 is an all-consequences calculator and optioneering tool designed to help those planning and delivering street and road works understand the full range of impacts their activities create. It brings together carbon, traffic disruption and wider community effects in a single, consistent framework, allowing users to explore how different design and delivery choices influence outcomes.

Rather than focusing on one metric in isolation, Impact360 supports more balanced, evidence-based decision-making. By testing alternative options, such as changes to programme, construction methods or traffic management approaches, users can see where impacts can be reduced while still delivering works safely and efficiently.

The tool has been developed through research undertaken as part of the Road to Net Zero programme and has already been tested on live street and road works. These real-world trials are helping to validate the model and ensure it reflects the practical realities faced by highway authorities, contractors and utility companies.

Impact360 is not intended to add new burdens or create another reporting requirement. Its purpose is to support better conversations, clearer trade-offs and greater transparency, helping teams understand the consequences of decisions before works begin, rather than after impacts are felt.

As expectations around disruption, carbon reduction and community impact continue to grow, Impact360 offers a practical way for the sector, supported by HAUC(UK), to plan and deliver works that are not only technically sound, but socially, environmentally and economically responsible.

To support wider engagement, two Road to Net Zero roadshows will take place in spring 2026 — on 16 March in Birmingham and 22 April in Manchester — providing an opportunity to report back on progress to date and demonstrate the Carbon Emissions Evaluator and Impact360 tools.
