What is the Carbon Emissions Evaluator?
The CEE is a free-to-use tool, developed by EA Technology in collaboration with industry stakeholders and funded by Transport for London, with strategic support from GeoPlace and the Highway Authorities and Utilities Committee (HAUC). It has been purpose-built for the street works and road works sector, providing a consistent method for estimating, tracking, and reporting carbon emissions across utility companies, highway authorities, and contractors.
What does the CEE do?

Calculates emissions: The tool quantifies the carbon impact of various activities, materials, and methods used in street works and road works

Highlights emissions hotspots: Users can identify the most carbon-intensive operations and areas for improvement

Tracks organisational performance: CEE enables users to monitor emissions trends over time within their organisation

Enables cross-sector comparison: By providing consistent data outputs, it facilitates benchmarking across utilities, highway authorities, and contractors - supporting valuable sector-wide learning

Why should stakeholders use the CEE?
Across the industry, there is growing pressure, and an urgent need, for more sustainable and environmentally responsible practices. Between 2019 and 2023, the number of road works in the UK rose by 42%. Without stronger collaboration between utility companies, highway authorities and contractors, industry leaders warn that the sector could face a significant crisis by 2030.
